Whether it’s true or not you have to ask what it’s for and if it’s to identify how particular refs referee their matches then it’s not a crazy idea.
It's probably to placate EM and stop him demanding we write letter to PGMOL every week like an Howard Webb fanboy..

On your actual point, I think it would be a risky strategy to preempt how refs are going to officiate a game in the future.
