The impression I got was that the RBC planning-dept requested that the club had to produce an amended planning-application for the proposed apartment blocks that effectively suited the rowing clubs by the 19th.

Which ever decision they make there should be a demolition policy starting the following day. Either a construction team start on the main stand or we demolish the fu@#@ng boat club.
These big real estate deals are always fraught with brinksmanship. It’ll be a deal done at the last possible moment by whoever blinks first.
I am reliably told by my boat club connections that none of this is unexpected, even if it is frustrating for the club.

Agreed, with no fans aloud in the stadium a lot of the redevelopment could have been done. They won’t want to put the shovel in to the ground before spring now anyway, so hopefully things can get approved and the ball can get rolling.

To be honest if I were in their position I'd be waiting. Waiting to see when and if we allow mass gatherings. Senior Health Professionals across the world have cast doubt on whether these will be allowed to go ahead, Fauci in New York has said for a long time that people may have to get used to social distancing, full stop. Would you invest millions if that were remotely possible?

Notwithstanding that the Main Stand has been unfit for purpose for at least two decades and should have been replaced long before now, it's unfortunate that when we have an owner who is willing to commit to addressing that need, it coincides with a world-wide pandemic that causes an unprecedented hit on football revenues.
It also shouldn't be overlooked that the two apartment blocks that would have come along later and largely financed the redevelopment, are possibly now the subject of some uncertainty in the property market. That's not even taking into account the determination of the rowing clubs to scupper the project.
Scuttle might be more appropriate
