Davies said on the Evening Post that he's about to sign someone.. No I don't think we have to wait for the competitions to end, this time last year we signed Earnshaw, I'm now expecting some new signings this time next month.

you can sign someone at any time you like they just have to wait til a certain date to officially be a player.

Transfers cannot legally go through until July 1st but deals can be agreed in advance.
If both clubs have no games between the transfer and that date it tends to be agreed they have moved even if it hasn't been rubber stamped yet. In theory we could sign Blackstock today but in the eyes of the FA he wouldn't be a Forest player until July 1st which mean (provided his loan has now ended) they would pay our players wages up to this date.
Most contracts also expire on this date so if someone is moving on a free clubs can be bitter and refuse to let said player move to his new club to train or do media work until that date. 99% of time though they agree to let them do it.

Personally I think the BD grand master plan is to become a Alex Ferguson style figure and take this club to the top half of the prem in the next 5 years; to this end I doubt he will accept any interference in anything he deems to be in his sphere.

If he even had a mardy or not is open to speculation but to suggest it caused Mark Arthur to be removed from the transfer commitee is just madness. For all you know he might want it to be just him and MA involved in transfers, I'm not suggesting that is true but showing what kind of a conclusion you can come to based on nothing.
We also had early signings last year so what will it have shown change?

Even though none of us really know who is responsible for what. Some of us don't care as long as we win and some people chose to believe that anything good that happens is down to Davies, anything bad that happens is either down to MA or Paul Smith.
