Its not nice to hear Billy so blatantly call us a stepping stone, but I suppose we are. If we can't keep up with Billy's ambition, he'll be off.

I think that's what he meant too. Or that managing in the Championship was a stepping stone to the highest level, which it is if you get promoted. It doesn't mean he wants to go to Celtic lol
