In answer to your first question... David bloody Platt.

The transfer aquasition panel are Pleat, Arthur, Doughty and Davis who have regular meetings about players Billy would like to sign.
They then have a meeting to decide when they are going to have a meeting to decide who is going to phone the players club and agent.
When this has been sorted out, the nominated person organises another meeting to decide when he should call and if he should leave a message if no one answers the phone.

To be fair no one was complaining about the TAP last summer when we were signing players every other day, but things don't seem to of worked out so well this year...

because letting a manager sign who the f*** he wants, without recourse will harm the future of Nottingham Forest.

Billy's future is secure as a Scottish prem league manager one day, maybe Aberdeen?

But Doughty, and us Fans have to bare the consequences of stupidity, would you load Billy 2.5mm to sign someone like Claude Davis? Lucky for derby they are owned by Mickey Mouse and his gang, otherwise his purchase would have looked even more ridiculous at any normal football club.

Don't trust Billy and his f***ing statements to press, the judge of him as a manager is getting the players to play footy, not making almost daily statements to the press on why he and Nottingham may be a failure this coming season.

because fugwits would not have anything to complain about if he did (and we would be sinking under the weight of second rate players on premiership wages)

So if we can’t trust Billy who can we trust? What is the point of forest actually having a manager if the panel doesn’t trust him with signing?

Some one as to be accountable, but who? Is the majority with the panel or with Davies but one thing is for sure, something needs to be sorted one way or another before this club can move in the right direction.

The Manager's job is to manage the team. He can recommend and advise to the AP, of which he is part, concerning signings, loans and transfers. He does not hold financial responsibility and is not permitted to offer contracts or sign cheques without sufficient consultation and agreement.

It is, therefore, correct that there is provision in place which includes the owner, the chairman, financial, scouting and football personnel to cover all areas of the management of the business.

If it was my business, I would not give sole financial accountability to one person. I seem to recall we did that once before. I'm not suggesting that Billy would do the same but it's a risk that I would not be prepared to take.

I'm sure there are 1001 reasons why we have not yet signed new players yet all of which, I'm sure, are for the long term good of the club.

We've always had a TAP. All this Billy v TAP is complete bull and I'm surprised anyone goes along with it. The fact is, the old TAP was called the chairman and the board. All that romantic stuff about Clough signing players even when the chairman was against it is long gone. Every top manager has his wishes assessed by his board. We ARE ambitious which is why some of our ambitious targets are proving so difficult to sign. Work it out, if you can. Long live the TAP. We've just spent 10 years in the wilderness (and we're still there) because we didn't control our finances. I suggest that if you don't like the TAP and what it does, go support Cardiff, Portsmouth, Hul, Sheff Wedl or anyone else who hasn't hit the headlines yet. I'll bet they wished they had a TAP. Clubs WILL go to the wall. Forest will not. No argument.

Tbh I'm glad we've got pleat and co, if it's gonna stop us doing a portsmouth then good, is it really any different having 5 people in charge of transfers or just doughty, are you going to give davies millions out of your back pocket on a chance on some iffy signings. Say we get shorey and pay him 25k a week what's gonna happen if he gets injured. I'd rather we play it safe than take a risk and put my club in the brown stuff.

Forest are a big club, we WILL be in the Premiership within the next 3 years either way. Lets not go wreckless with dodgey signings, I want a new player as much as every1 else but I completely agree with the last 3 comments!

Well I have read a lot on this thread and there are some very good points, however there is one little thing that always puzzles me, Why do people always say “ he is not right for forest, he is not good enough for forest, could be a dodgy signing , look guy’s the point I’m trying make is, “ How do we seriously know if a player/s are any good or not isn’t it a gamble whether you sign Fred blogs or Rooney , don’t you actually have to sign some one in order to find out? What ever the manager or the board decides could turn out to be a total waste that’s life.

Fortune favors the brave in my book; you have to speculate to accumulate, now I don’t mean go fool hardy in to signing anyone, but surely if the club have recognized a target/s you should go all out to secure those people, as I said before, you have to speculate to accumulate if they think he is worth it, go for it I’m sure there are enough business brained people at forest to understand that.

Nigel himself, a successful business man why? Because he took a chance, you are never always going to be right I know, but that’s business, that’s football.

Sometimes in life, you have to take calculated risks but when doing so you have to weigh up the potential consequences.

If Doughty has made available a sum of cash to spend then it's a case of working out how best to spend that money considering where the gaps are that we need to fill, who's available to fill those gaps, what the long term prospects are and at what cost. The latter clearly includes fees, wages and whatever else is written into contracts.

There's so much more than simply finding a prospective player such as location, age, fitness, attitude etc etc etc. Club negotiations can go on for months as both parties aim to get the maximum out of the deal and await potential improved offers.

It's true that Billy has made in excess of 60 recommendations to the AP. Who that consists of we can only speculate yet for whatever reasons, the club are not yet in a position to confirm and announce publicly any signings at this stage. That does not mean that they won't before the end of August.

Everyone talks about the success we had with last seasons summer transfer window. What needs to be taken into account is that not all of the signings we made were a stunning success:
Blackstock, Majewski (loan), Camp, Mkenna, Anderson proved to be five excellent signings, but bear in mind that 3 of them had played for us the previous season, so we knew exactly what they could do. Mkenna was known inside out by BD during his reign at Preston. Majewski was only taken on loan so we had nothing to lose if he did not prove to be successful. I think we paid a fee for McGoldrick (in the region of £1 million) and Adebola was a free transfer. Neither of these 2 really let us down but if the other 4 signings had proved to be as successful as McGoldrick and Adebola we would not have had a sniff at the paly offs last season.
Despite BDs reluctance to take on loan players it does seem that it has served us well over the past 18 months.
If we sign six players in this window and 4 prove to be successful then that will match the hit rate of last summers transfer window.
I hope we plunge whatever money is available into not more than 3 players and then look to take another 3 on loan.
