Norwich will sign midfielder Sammy Clingan from Nottingham Forest when his contract expires on 1 July.
The 24-year-old will then be available on a free transfer and has agreed to sign a two-year deal at Carrow Road.
Manager Glenn Roeder told the club's website: "I am extremely happy to sign Sammy. He is a Northern Ireland international with lots of experience.
"Having met him he struck me as having the drive and motivation that I am looking for in my players."
Clingan, who joined Forest in January 2006, plays predominantly as a defensive midfielder and is also a free-kick specialist.
He said: "I am really looking forward to getting Norwich promoted to the Premier League.
"Once I had spoken to Glenn Roeder and seen the fantastic facilities at the club, it was easy decision to make to join Norwich.
"I know of Glenn's managerial reputation and hopefully he will help me become a better player.
"I was very impressed with what he said and his plans for the future - it really caught me and now I cannot wait for the first game."
