The story I have just heard on Sky belies belief, its 100% been spoon fed to the morons like Kaveh to try and help Palace save a bit of face but its not well crafted enough for it to work.
Apparently Palace initially were under the impression that the deal was for a loan with obligation to buy for £10m and its nothing to do with Mateta not happening. They would have done the deal at £20m and had submitted paperwork to complete it by 7pm.
This reshaping of the truth is essentially putting the blame onto Everton but what actually seems to have happened is that Everton and Palace agreed a permanent £20m fee, the player had his medical and agreed terms with his previous club and new club on a 4.5 year deal. When Matetas deal didn't occur Palace changed the deal to a loan with obligation to buy, Everton agreed to that and Palace submitted a deal sheet by 7pm which gives a further 2 hours to complete the necessary paperwork to finalise the deal. They then ghosted McNeil and Everton and missed the 9pm deadline without explanation to the player and possibly Everton that they had changed their mind. Probably because UEFA prefer big clubs or something.
