A sign that this star(s)-above-the-club-crest thing is now a complete joke is the Sadpies' decision to acknowledge winning the FA Cup when Queen Victoria was still on the throne with a big gold-coloured one.

To be fair, it's not like club crests (or International ones for that matter) are regulated. There's nothing to stop, say, Ilkeston Town adding a dozen shiny gold stars to their badge if they feel like it.
